We have taken a number of steps towards the creation of a more efficient and effective organisation beginning with the creation of the Property Services Directorate as part of a review of the senior management structures within H&F Homes in 2008.  This also led to the creation of three other directorates (Housing Services, Finance and Customer Services) and a smaller more focussed top team who are driving change across the organisation. 

Earlier this year we went on put forward proposals for a new management structure in Property Services.  That is what we are now recruiting for.

Property Services is the single most important area of our business in terms of financial spend and customer satisfaction.  The objective which the new structure will achieve is to rationalise arrangements that are both complex and fragmented, with a total of eight individual teams based across a number of offices located in different parts of the borough.  This structure did not support strong contract management, facilitate the development of consistent policies or procedures or support the development of a strong customer focussed technical function.  It had also created problems in ensuring that budgets were robustly monitored and performance managed effectively.

The new structure centralises the management arrangements for high volume and specialist repairs, voids and gas performance and creates clear lines of responsibility and accountability.  The next step will be the creation of the teams reporting into the new management structure.

Similar transformational change is talking place in Housing and Estates Services.

The working week

We operate a 36 hour working week and have adopted a scheme of flexible working to help people achieve a better work life balance while still maintaining services.

Pension

As an employee of H&F Homes you will be eligible to join the Local Government Pension Scheme (LGPS).  The LGPS is a tax approved defined benefit occupational pension scheme.

Your contribution rate depends on how much you are paid, but as senior manager operating one step below the Executive Management Team you should expect to pay a contribution of about 7.2% (As at April 2008).

You will receive an annual pension based on 1/60th of your final year’s pensionable pay and you will be able to exchange up to 25% of the capital value of your pension benefits as a lump sum.  You will receive a £12 lump sum for each £1 of pension given up.  You can retire and receive your LGPS benefits in full once you have reached the age of 65.

In addition should you die in service you will receive a widow’s, widower’s or civil partners pension, pensions for eligible children and a lump sum death grant of 3 years pay.

Generally speaking benefits that you have accrued in other pension arrangements can be transferred and will buy membership in the LGPS.
